This year, more than 5 billion people will tune into the FIFA World Cup — the most watched sporting event on the planet. It’s a rare glimpse of shared humanity with radically different cultures coming together and celebrating.

But that promise is being undermined — and a festival of joy risks turning into a festival of fear. Immigrants are being violently targeted and terrorized by ICE across the U.S., and in Mexico and Canada, Amnesty is monitoring growing risks of the suppression of peaceful protest and the increased discrimination of marginalized communities.

FIFA promises a tournament where everyone “feels safe, included and free to exercise their rights.” But the reality tells a very different story. FIFA and host governments have a responsibility to ensure safety, dignity, and freedom for all.

Urge FIFA President Gianni Infantino and World Cup host governments: stop immigration enforcement, protect peaceful protest, and guarantee safety and equality for all. No fear, no crackdowns, no excuses.

Dear President Trump, Mr. Infantino,  President Sheinbaum, Prime Minister Carney,

I am writing to you as someone who believes that the World Cup can represent sport at its best: unity, joy and the freedom for people everywhere to come together.

That is why I cannot stay silent.

This year, the FIFA World Cup is set to be the biggest in history, and FIFA itself has promised a tournament where everyone “feels safe, included and free to exercise their rights.” But the reality unfolding across the USA, Canada and Mexico tells a very different story.

This World Cup is taking place amidst an unprecedented human rights crisis.

In the USA, the joy and promise of football sit in stark contrast to the reality of mass detentions and deportations, repressed protests and discriminatory travel bans. Mexico has mobilized 100,000 security personnel, including the military, in response to high levels of violence, raising risks for people protesting. In Canada, a growing housing crisis has raised fears that people experiencing homelessness will again be displaced and pushed further to the margins. Fans, players, journalists, workers, and local communities are at risk.

Football should unite the world. Yet this summer’s World Cup risks becoming a stage for fear and repression.

That’s why I am urging you — as authorities with power and responsibility — to work together to take the following steps:

1. Guarantee the rights to freedom of expression and peaceful assembly inside and outside World Cup venues in all host countries, avoiding the use of military forces for civilian policing and protecting media and human rights defenders.

2. End indiscriminate raids, ethnic profiling, arbitrary arrests, mass detention and unlawful deportations in the USA; provide public guarantees that World Cup events, venues and gatherings in all three host countries will not be targeted for immigration enforcement.

3. Lift the discriminatory travel bans to the USA, including for teams qualified for the tournament, and drop proposals to vet social media accounts.

4. Take effective measures to protect LGBTQI+ people from discrimination, harassment and abuse, including through anti-discrimination campaigns and proper use of FIFA’s antidiscrimination protocol during matches, throughout and beyond the tournament.

I want this World Cup to be a moment where the world truly comes together. I want fans from every corner of the world to feel safe, welcome and free to celebrate the game we all love.

But that will not happen unless you act on these issues now.

You have the power, the platform, and the responsibility to ensure that the World Cup is not remembered for repression – but for protecting the human rights of everyone who takes part in it.

The world is watching.
